How to complain about another dog walker

I agree, he had no right to be offensive. Has he been offensive in the past or since? Perhaps he was having a bad day and you caught his frustrations. Maybe also the dog that was loose was responding to his owner's aggressive mood.

I think I would probably try to avoid his path if you saw him again, maybe encourage your dog to play with his ball at the other side of the wasteland.

Caroline, my dad's dog was once attacked by a rottie and now if he sees one he will growl and I put him on the lead to be safe. I felt quite awkward explaining to the owner who assured me her rottie was friendly and as soft as... that my dog felt threatened.
