CPM parking fine

This is my first post on the forums after many years of searching them for advice. Just wondering if anyone had any thoughts on my problem :

Basically, received a PCN from UK Car Park Management when parked outside a relatives address for a short time - Did have a valid permit given by homeowner in the road but it had fallen from dashboard into footwell which must have happened when getting disabled daughter from the rear passenger seat.

The PCN letter was the first notification we had of the penalty (i.e. no ticket found on vehicle on the day it was issued). This letter stated that I owed the full amount of £100 and no longer had the opportunity to pay discounted rate !!!! The letter was written 47 days after the original ticket was supposedly issued.

I replied to letter stating I refused to pay and listed above reasons. I then received another letter stating my appeal had failed due to not displaying a valid permit and ignoring any of my given reasons/arguments - Also stated did not reply in time and owed the full £100. Then made standard threats about debt recovery and court action. This letter said I could appeal to Popla but gave no contact details or popla reference number.

I have drafted but not yet sent another letter pretty much reiterating my initial reasoning and advising them that they have clearly ignored my previous letter - Also mentioned the lack of popla contact details.

Any ideas where I should go from here ? Any advice would be gratefully received !!!!!

    Double and triple check the letter that talks about POPLA.

    Did it attach a POPLA form? That will have a 10 digit code on it and the clock is ticking for you to appeal to POPLA so stop writing back to UKCPM unless you are certain there is no 10 digit code ANYWHERE!

    If no attached POPLA form, have they hidden a 10 number code at the top or in the body of the letter?

    Check and tell us for certain, POPLA code yes or no?

  • Checked both letters

    First has a 10 digit PCN Reference

    Second has the same reference minus the 0's so it's 6 digits.

    No POPLA form attached.

    The first letter also states, if appeal unsuccessful 'you will be provided with the contact details of the Independent Appeals Service (POPLA) and an appeal reference - The second letter makes no reference to popla other than 1 comment 'You do have the right to appeal to popla' but no contact details or reference to any specific POPLA reference.

    What is the date of that letter and what are the 4th, 5th and 6th numbers (are they all numbers)?

    The 4th, 5th, 6th number's on 1st letter are 090 and 2nd letter (without the 4 0's) are 067.
  • OP- I'm a little confused - you state that you were parked outside a relatives house and were given a permit by another homeowner who lives in the road.

    Is this not then on-street?? Parking permits are supplied by local councils for parking outside homes in some streets and cities so why UKCPM?
  • The relative who lives on the street has got parking permits that they can give to short term visitors. Sorry if that wasn't clear.

    Don't know why UKCPM are the ticketing agents - There is a sign about the road being private property and the fine for parking in an area not designated to you. It is a residential street but near to a train station and I think they have/had a problem with people parking and catching the train.

    OK, thanks for that info. We can tell you that neither of those refs are a POPLA code so write back and demand it. Also send a copy of their letters and your appeal to the BPA and complain that this AOS member has refused to give a POPLA code despite 2 letters:

    Just to clarify, is that email address you've added the address to send my BPA complaint to or is that the address of the AOS member that has still not given a POPLA code ?
