That's a really bad IT Department.

I'd expect to string it out for at least a year...
I know but it's tough times! They need to do it quick to get back to the bitcoin mining using Company server cluster... ^_~

a knowledge base won't replace them,.

A knowledge base is information, whether it's in a spreadsheet, a database, a word document, a specific program, part of the helpdesk application or written on a whiteboard in the break room.
They're usually used in IT as a record of 'how to' when fixing something. If somebody isn't sure how a fix they can look in the knowledge base to see if it's there. If it isn't and they find a fix they can add it to the knowledge base.

Part of the requirement of a knowledge base is that it be machine readable, how can the above format be machine readable?
  • depends what they mean by machine readable.
Not sure what you mean by 'the above format' as there hasn't been a format mentioned. As already said, knowledge base is just a phrase used for an information store.

Take it out of computing and into the home. If you have a DVD collection of 1000 DVD's and have them all itemised in a list. This list is a knowledge base of your DVD's, whether it's written down, in an Excel spreadsheet, in a database or in your head.
A cookery book is a knowledge base of recipes. They can be in a book, on cards, online, in a word document / spreadsheet or a database.

knowledge base = terminology not an actual programme

"Machine Readable" just means a format which can be understood by a Machine, that can be a data file, Spreadsheet, text file, or a printed page of information which can be scanned and recorded

Everyday example : a lottery selection slip! you mark the boxes and the cashier sticks it onto the machine which reads it and prints out a ticket with your numbers selected and it's also stored with the lottery company.

That's what I would have presumed it meant as well but it seems strange that it's listed as a requirement... unless the person who did the requirements isn't too sure about what a knowledge base is.
  • Some 'knowledge base' systems also link into 'issue' databases (e.g. from Helpdesks), thereby allowing the linking of common issues with their resolutions.

I've also seen wikis and forums used as knowledge bases. Ideally, it shouldn't be a 'knowledge silo' and should allow linking to outside data sources, and linking into it from external databases and systems.

I might be for a backup input option.

You know! printed forms that they fill in and can then scan into the machine at a later date! ^_^

Or it's for easy conversion into the new Database! some in house systems might have been propriety formats which not all machines can easily read. So the data has to be converted first into a format that they can import.

I've seen it a number of times, when an inhouse system uses a weird compression/storage format that's just not compatible with anything else!

Had to write a script once to query and take each individual entry from each table in the proprietary database and convert it into plain text and store it in a CSV file. even then I had to manually go through the file and fix conversion errors!

    Was a nightmare!

Are there any Youtube videos available that can give me a good idea of a knowledge base being used?

Is your google broken? There are lots if you look for them. I've used one by Oracle. It was clunky and painful to use, but did link very well into every other database we had.

I did find this good link to a load of different products: http://www.vagueware.com/top-11-knowledge-base-software-for-different-uses/

A lot of them. Most Youtube videos can be classed as a 'knowledge base'. It's a collection of videos that you can use to find things out, if you want to build a coffee table - there's a video for it. If you want to learn how to twerk, there'll be videos for it.
