If you are running that whoelsale test and getting nigh on full speeds then it's unlikely that its the BB causing the problem as you can clearly see it can pull the data thru.
Different browser?
Uninstalled all toolbars/addons?
Tried in safe mode?
Anti virus/firewall disabled?
Are you running trusteer Rapport?
I wouldn't really go making complaints and checking up on "what rights?" just yet theres still plenty that could be causing the issue your side of things
