Most LA housing is distinctive. You also rarely get one block of flats, without other LA housing surrounding it, so what other housing is on the road?

    Or, just ask the EA/owner

All similar 3 stories terraced houses, and end of the terrace is block of flats. There are five flats in that 3 story block. EA said service charge is paid to local council. Surrounding houses are all similar design. Terraced houses+ block of flats. Whole area are similar design.

    Cheers

If the service charge is paid to the council then it is likely the council is the freeholder. You could contact the council to confirm this.

I believe councils do not usually have a sinking fund, so service charges may seem cheap but then every so often a big repair bill will kick in.

In a small, low rise block, where the majority of flats are privately owned, getting a mortgage shouldn't be too problematic - you could speak to a broker if concerned. It would be the potential major works charges that would put me off the most.

Just wondering if current owner didnt pay 2 years service charges to the freeholder and if I buy this house then will I have to pay it or not?
Cos when I asked how much service charge is paid to the freeholder then EA said vendor didnt know that cos she didnt pay.

Is it possible selling the property with outsdanding service charge?

This would come to light during the conveyancing process. The vendor would be liable for charges accrued up to completion. I'm not sure what happens if it isn't settled on completion, I would imagine the freeholder would continue to chase the vendor for payment but check with your solicitor.
