Non direct debit fees

Are companies allowed to charge me fees of £5 just because I wont allow them to take their bills directly from my account - I currently pay by Internet banking so i don't understand how they can justify the charge.
The companies are Virgin Media and One Tel

I am only paying the actual bill at the moment and leaving the fee outstanding, yesterday they began blocking my outbound calls!!!!!

I always pay online - so they never have a cheque from me to process!0 -

The thing is I pay my bills when I get paid! This is usually 7-10 days after the bill, I don't want a DD incase I go over the banks OD
There seems a conspiracy that all my bills come mid month and my pay at the end ...
