    I would guess that those claiming on low income and DLA only are more likely to be asked to provide evidence than those on income-based benefits that DWP have alot of information on already. Does seem like it could be open to abuse but getting caught would see the fraudster in court i'm sure. This is why i think it would be so much better if DWP administered the whole thing rather than leave it to the money-grabbing energy companies. Perhaps it should be a part of the universal credits system instead?

    I agree - the problem would be administering it - who ?
    remember the controversy over ATOS and CAPITA ?
    DWP are incapable of dealing with this themselves....
    - and it should be better advertised as well
    There must be plenty more people who cannot afford to stay warm in the winter....
