Winter spraying of roses

I'm looking for advice for winter spraying of roses.
I believe that now is the time to spray roses to kill of any unwanted pests that might be thinking about "over wintering" on my roses. I've looked in the local garden centre and diy sheds but nothing seems to be specific for this purpose.
Am I misinformed or is there some wonder potion that will meet this requirement?

Winter tree wash will work on roses and shrubs as well as trees. Its a natural product (rather than chemical).0

Armillatox is not legal for this purpose in the EU..... shame as if you live outside the EU it would do the trick. My Grandfather when it was legal....used to tip the Dog ends (Cigarette ends) from a local pub into a gallon of water for a week, strain it and then spray that on the Roses. The nasty old Nicotine (Tobacco is a plant.) would kill anything crawling off and and the Roses never developed a cough. Of course you would not do anything illegal like that these days.
If he had Mildew on the Roses, he would spray them with Milk, clears it up lovely.My Mind wanders, if found please return.0
