Interestingly, a manager at Santander telephone banking directly contradicted the Branch Manager I saw and claimed transactions taking the account overdrawn could be declined.

They could, of course, both be right. Transactions taking the account could be declined, whether they would be is another thing.0 -
State Bank of India (UK) automatically give you a MasterCard debit card if you open one of their instant access savings accounts.
You can apply for and manage the account entirely online though the account opening process is a bit long-winded, and the online banking looks ghastly. But you can make Faster Payments in and out, and there is the standard £85K FSCS protection. Customer service is on an 0800 number, they speak perfect English with no accents, and on the odd occasion I needed to call them were always knowledgable and helpful.
Their instant access savings account is currently paying 1.5% AER, making it the top instant access account available in those dire times for savers......
The card is not embossed, so can't be used in places that have no online connection to SBI, so shouldn't allow going overdrawn. Use in supermarkets should be fine.
I have no information about managing the account under a POA but would be surprised if this wasn't possible.
I believe another Indian bank, Bank of Baroda (UK), is offering similar but I have no personal experience with them.0 -

The NatWest option seems the best and it's free!
It's a standard current account rather than basic current account.might be worth trying natwest for their basic current account, you can manage it online as well as in branch, so you could transfer across, with the account they offer a service (which is free) to stop u going overdrawn, basically the only time you wouldn't be able to use the debit card includes
pay and go at petrol pump (but you can pay inside)
on an aeroplane
