Luton Airport Apcoa PCN

Hello to all!
Just joined the club of Apcoa fans.
Received today my first ever PCN. 01 Failing to park in a designated area.
Time of contravention 28/09/13 very early hours still dark.
Date of issue of the PCN 15/10/13
The story: Drove up to drop my lady off. Missed the correct lane ended up in a mini roundabout with little house Stopped to get my bearings then seen some unreadable sign thought get the hell out of here so turned around and attempted 2nd drop off. Payed the rip off charge and gone home with my toddler in the rear seat.

2nd distant view of a head and rear light
3rd little closer view of a vehicle mainly invisible due to a holly tree between the vehicle and the spy camera.
Money claimed 80£ reduced to 40£ if payed within 14days.
Peculiarity: I own a house in North Luton since March this year so in a way Luton Airport belongs to the residents...
Ridiculous that I don't know the airport as hardly used even being now a resident.
Would really appreciate any help as I find outrageously high the penalty and they say I have breached some T&C and failed to pay some parking charges and those have not been payed in full...
Is this world gone totally mad?

You'll beat this easily.
1. Complain to the BPA and the DVLA like here (email addies are here too):

2. Send a challenge to APCOA, written from the registered keeper (NOT naming nor implying who was driving!!). Here you go:

That challenge had APCOA scuttling back under their stone within a week. DO a VERY SIMILAR version! But do make sure you do the complaint to the DVLA and BPA as well because there are no repercussions to you (but plenty for APCOA who have been reported several times for late Notice to Keepers).
2 questions though - is this called a Notice to Keeper? Or is yours called a Notice to Owner? And does it mention the Protection of Freedoms Act 2012 on it anywhere at all (on the back, e.g.?).

Please complain to the DVLA and the BPA -- I spent 6 months trying to get APCOA off my back, and it finally worked once the BPA got involved. Make sure you send all letters "signed-for" and keep receipts. You can also use those receipts to see when and who "signed-for" the letters on the Post Office website. Good luck. Report back what happens.0

What is the Heading on the Notice?

Parking Charge Notice
To the respondant...
Notice is hereby served to the registered keeper of vehicle registration mark...
for the alleged contravention 01 failing to park in a designated area.
The alleged contravention is a breach of the T&C of use of the airport road infrastructure and signs are clearly displayed bla bla bla...

Please note that the driver of the vehicle at the time of the breach of T&C detailed above is required to pay the parking charged in respect of the above and these hane not yet been paid in full. ( no charge mentioned anywhere )...
As we do not know either the name of the driver or their current address we request the you either pay the full amount outstanding as noted above or if you were not the driver provide us with the name etc...
The vehicle keeper data has been obtained from DVLA under regulation 27(1)(e) of the road vehicle regulation 2002.
if you believe your data has been used inappropriately you can notify DVLA bal bla bla...
Than threatening with debt collectors later on informing that I can appeal.

Hmmmm...looks like APCOA are not bothering with POFA 2012 at Airports now then - but you can still complain and still send the letter I suggested. AT NO POINT tell them who was driving because that's what they want!
They still have to offer POPLA if they reject your appeal but I don't think they will reject one so similar to one they've seen previously! They will know it's from a forum and I predict if they give you a POPLA code, they will not get past the 'no genuine pre-estimate of loss' and 'no contract with landowner' and 'insufficient signs for drivers in moving traffic to see and read' appeal points at POPLA stage.

When complaining to the BPA; you could also add that it has come to your attention that APCOA are repeatedly breaching POFA 2012 legislation and their own code of practice and yet appear not to receive sanction points for these breaches. Is this because there is a conflict of interests due to Graham Morphew serving on both the board of directors at the BPA and APCOA?0 -
Ok will do as suggested; study those links then create few letters and be back very soon just to be of the safe side before sending them off.
This gonna be a very challenging English language lesson to me
