When does a new development get adopted?

Hi,
I own a new-build house in a new development. I am very happy with the house and the area etc. However, recently I complained to the council about a street light not working. They told me that the development I live on has not yet been adopted by them, so they could not fix it.
I was surprised by this, since all the houses were sold about 3-4 months ago. The question is, how and when will the development become adopted?

It can take years! The road my house is on was only adopted after 5 years! The developers were responsible for the street lighting but at one point there were so may faulty ones our road was in complete darkness. It took months for them to fix them.0
