Car Park Management Services - nasty fine

Was advised to post in this thread as I'd posted in General Motoring before. Cheers for any advice.

Right, so I parked in the Manchester Science Park car park (the council has seen fit to zealously cut parking spaces near the adjacent University of Manchester and I was in a rush). Received a ticket from CPMS (Car Park Management Services), £100, reduced to £60 within 14 days. Clearly vexed with the price, under £50 and I'd have paid promptly, but £60 is annoying. If I were to simply ignore this company's correspondence, would I invite unnecessary trouble?

Furthermore I'm changing car very soon, my existing car being sold into scrap. Of course I'll be registered to a new car, which is traceable, but I wonder if it would present another hurdle for the greedy gits to get over.

    As a starter for 10, no do not ignore just yet, read a few RECENT threads to get some background on how these companies operate. Get used to the jargon (PPC, LBCCC etc, it's used a lot).

    And no, scrapping the car won't help, as they'll ultimately pursue the Registered Keeper at the time.

    What was the name of the PPC that issued the ticket? Was it a windscreen job or ANPR DVLA (CCTV of you driving in and out)? You're not Scottish or under 18 either are you?

  • The PPC was, from what I can tell, Car Park Management Services Manchester (cpms) (BPA Approved & using POPLA). Windscreen job, yellow bag "Parking Charge Notice". No Scottish, and 25.

    As it was a windscreen job, you will need to wait for the Notice to Keeper to pop through your door before pursuing any further with the PPC. Wait until this arrives (any time in the next 28 days) and you can start your official claim from there. There are people on here much better informed about this, so hopefully they will step in and help further.

    In the meantime, do not contact CMPS but VIGOROUSLY go after the owners of the land (Manchester Science Park?). They employ these thieves to monitor the car park and can get these tickets cancelled with a simple phone call. Demand to see senior management / CEO face to face, write to them and threaten them with going public on their shameful tactics of employing extortionists. Do this now and do it aggressively, do not take No for an answer. If you want to see a lightly worded letter I wrote to a retailer recently check my posts from today, I've posted it twice.

    Also, do a search on these forums for RECENT (past few months) about CMPS and Notice to Keeper (NtK) to get background knowledge and information on similar stories.

    Yep, WAIT for the Notice to Keeper because it will probably be late and/or non-compliant and will give you more grounds for appeal at POPLA stage. The Notice can't be sent until after day 29 anyway (and must arrive with the keeper before day 56).

    So sit tight and read the forum a bit, learn about POPLA and the fact we help everyone win 100% of cases right now. We haven't lost a single POPLA appeal where we have advised people since Easter, when we were first testing the system.

    and always complain to the landowner IF you were a patron. IF not then leave that bit and just read threads on the first dozen pages about any PPC, to learn how people beat this scam every day at POPLA. Three more wins were added yesterday for posters, on the sticky thread 'POPLA decisions' at the top of this forum.

    What allegation is on the ticket? No payment, no ticket displayed? Overstay? Parked over a crack in the pavement? Parked on a day ending in 'y'?!

  • Thanks to the both of you. The car is registered to an address in North Staffordshire, my family home. My dad owns the car, but I'm the primary driver. I assume the post will be directed there. The reason for issuance was "no permit displayed". Manchester Science Park is a private company, sat right next to the University. It's the only time I've ever dared park there because I'm usually very cautious. Over successive years Manchester City Council have become overly enthusiastic with yellow lines around the site however.

    It makes no sense for MSP to have such a big car park which often has multiple spaces. They'd make a fortune if they installed reasonably priced pay and display in certain clearly marked bays.

    Their website half looks like a scam to be fair.

    I know that parking on private can be a nuisance to businesses and individuals, but £60 was a kick in the teeth when I'm sure you pay around £30 to the Council, which I would have paid.

    I got the same thing, in the beginning of october, I just got the letter through the post now demanding payment from CPMS recovery (same place OP parked). Ticket was on the 8/10, and letter was posted on 12/12 which is over 60 days, On the back is the threat of use of a debt collection agency. (bit confused about what I have seen mentioned that they have to send the letter within 56 days, but looking on POFA it does not mention anything about 56 days being an upper limit9

    So from what you guys said before they seem like a very unorganised company, do I wait it out, and what about the threat of debt collectors. My dad is the registered owner of the car and is pretty worried by it though I was the one driving.

    I tried calling the 0844 number on the ticket, the number is disconnected, they have a website which does not work either.

    but to answer quickly, if the situation is the same - i.e. you had a windscreen ticket, then you now have the Notice to keeper it (if your calcs are correct (I've not checked)) is out of time.
