cPanel and emails only work on 3G and certain networks

I've setup my emails and I was able to log on to them at home via Virgin Media but at work (also Virgin Media) it wouldn't work. Passwords were saved and I used the same computer at each place.
My mobile worked at home but now we have Sky it is having the same issues. There is something I'm missing someone said maybe open ports on router??
Any ideas very welcome! I also tried to log into my cPanel and WHMpanel of the server access and same issues.

This looks handy. What is it saying lol
if you're trying to access your server's external IP address from your internal network, that my not work if loopback is not enabled / supported. If that's the case, I'd use this program to create hosts file entries:
