There's no big hurry to file with the USPS Postal Inspectors or Police. I would however contact eBay to file a Non-Paying Buyer dispute so you get your seller's fees back as it needs to be done within a limited time of the auction close date.

    File for a Non-Paying Buyer

The rest you can do at your leisure.

Thanks but the buyer is no longer registered on ebay so there's nothing I can do. I have contacted paypal regarding the chargeback and at first they said there was nothing they could do as there is no proof of delivery according to them. I sent a very angry email saying I had used Royal Mail International Signed For and they said that they can't find online proof of signature. I am gobsmacked as I have tracked it on the UPS website as although there is no signature proof, it does say it has been delivered to the right address. What more do paypal want? What a bunch of cheats.
