It won't happen. A bit like raising or lowering the speed limit, or making people retake the test every 10 years.
There are many ideas out there, but they won't get implemented. Too many people will claim it breaches their human rights, or some such twaddle.1. Have you tried to Google the answer?
2. If you were in the other person's shoes, how would you react?

There were talking about it was I was about to learn to drive getting on for 20 years ago, and it still hasn't happened.0

At the moment it is only in a green paper, not actually published yet. Even if this went ahead it would probably not be for a couple of years, maybe longer.0

There are no proposals at all - yet.
We haven't even had the 'Green Paper'.
Then we will have the 'White Paper'.
Then we will need to have a parliamentary debate.
Then it goes to the House of Lords.
Then it comes back to the House of Commons.
Then ........ need I go on?
This is the UK remember.
When's the next general election? - May 2015.

the markets pretty much regulate this, the cost of premium is very high and it's not worth driving if you're 17. When I was 17 only the well off kids drove anyway or those whose parents were kind enough to add them as a 4th driver on their policy.
This strikes me as another distraction tactic to hide some other bit of news.0 -

The only party that would implement this is the one who wants to ensure it won't win another election for the next 60 odd years.
If an EU directive however our surrender monkey present leaders will have to do as instructed.0 -
The only way I can see this being feasible is (for example) reducing the age for a provisional (cars) to 16 and not allowing them to take the test until 17 and then 6-12 months on a restricted licence.0

The kind of people who would like this law are oldies. 17 year olds don't vote -- pensioners do.
So, particularly for the fusty old Tory party, this could actually be a vote winner.0
