Mrs Iceweasel and I are avid birdwatchers and could easily stop by 4 or 5 FC car parks in a typical day out.
That would mean paying more in parking charges than fuel for us.
An annual ticket doesn't seem to cover the whole country - only a particular region.
There are certainly plenty places where they charge near us.

Its isn't actually BS and there was no "deliberate mistake" there either. It means that ICES principal business is the provision of back-office services to councils operating decriminalised parking enforcement (DPE) i.e. legally (generally) issued Penalty Charge Notices. As their text states they process the paperwork and pursue matters right the way through to TEC on behalf of their council clients. What they don't state there - probably because it is a very small part of their business - is that they deal with Parking Charge Notices as well.From their website:
