PO BOXES used by PCN - whats the law

can anyone tell me the position of private parking companies who provide contact in the form of PO BOXES rather than addresses

There's no law against companies using a PO Box. If you have got a fake PCN from a PPC then appeal it, if you have received the first postal Notice recently.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They use them because when people google them it looks like some bigshot office park.
One famous one UKCPS, uses a huge glass fronted office address to scare the living out of people who get tickets.
They were tracked by a BBC for a bailiffs program to the back room of the blooming rose pub in Beeston Leeds with the people involved apprently living in a Roma special caravan in the car park.
Which sounds more frightening ?

Not sure then why you are focussing on the PO Box issue. If you have a windscreen ticket you wait for the Notice to Keeper (taking that time to complain to the landowner/retailer) and then - if in England/Wales - challenge and win at POPLA when you do get the NTK. Hundreds of threads on this forum show which points win at POPLA (NOT mitigating circumstances but there are other grounds - we still help people win 100% of the time).

If you are getting debt collector letters because you've left it too late to appeal, then still complain to the CEO of the retailer/cinema/hotel or to the landowner, but ignore the debt collectors. And look for non-compliance with Schedule 4 of POFA 2012 (Google it) and the BPA Code of Practice (same) and report the AOS member to the BPA for any issues you spot.
