Google nexus - set up as usa by accident

I think when I have set up my google nexus when I went through the initial pages I have set it up as USA instead of UK - when I go to location under settings it shows me as if I am in USA. I have bought a google play giftcard and added it to my account and its not letting me buy apps with it and I think this is the problem. Is there a way to correct this or do I need to reset it to factory settings? Thanks
