Where does the £30 figure come from ? Is that the figure that the shops use to decide whether to tell PE to cancel the charge notice, or does it have some other significance ?

It's a made-up figure by PE which may or may not be set in stone, don't worry about it. PE will either cancel the charge or they will give you a POPLA code, when you reply as shown above. Either is good!
