Housing benifit and student loan.

I need to clarify something and I hope someone can help
I'm 27 work part time, had the chance of doing a HND in computing.
Took it applied for a loan, got it and informed the local authority of what I'm going to get which put me back onto full rent, which I don't mind paying now I can afford it. My course start date was 03/10/13 and was told my entitlement would stop on the 3rd of october. I phoned up Friday and without notifying me my entitlement was stopped first week in September as that the stat of the accademic year. I now have a huge overpayment to pay through no fault of my own. What also ruffles the feathers is I have a certification from my HE admin office that I have passed to the council to enable a 25% discount on council tax, I asked why is it you can count me as a student from sept for rent but in the council tax eyes I'm a student from oct......
What do I do? Do I bow down and pay or do I have right to complain and if so how would you go about it?

When did you get your student loan payments? Usually, entitlement for things like this cover the academic year (regardless of when your course actually starts), so you should probably be entitled for backdated Council Tax Exemption. (Also, I assume you are not living on your own, but if you are, you do not have to pay any council tax).0

My payment was made on the 04/10/13 and my course started on the 03/10/13. So they can count me as a student from September even though I didnt officially enroll until the 3rd for housing benifit purposes?0
