Floor Insulation - worth it ?

Hi,
Wonder if anyone with a good brain in thermal dynamics
can offer an answer.
I have a suspended timer floor ( chipboard ) and its said 15% of the houses heat loss is through this.
Its suggested I should fit say 100 -200 mm of foam type insulation under the floor to give a recommended insulation value of 0.25w/m
In simple percentage terms roughly what would the resultant heat loss then be ? - assume it would not be down to 0%
Just trying to establish how many years it would take to recover the cost of doing the diy job.

How large a void is underneath the floor? And is there any airflow/draught underneath it?
PIR insulation is expensive so I wouldn't expect to be making the cost back any time soon. However, if there is a draught under the floor then this will wick away heat like nobody's business and would likely be worth dealing with.0
