After speaking over the telephone today with the store manager (who would have nothing to do with the matter) I emailed Head Office on his advice and got this response! Useless!

I am sorry to read of the problem described below. Unfortunately this car park is controlled by Parking Eye and we therefore have no control over the parking restrictions that have been put into place.
In order to appeal your parking fine you will need to contact Parking Eye directly. You can either appeal by letter to:

Can you provide the correct address for Home Bargains for service of court claims, I am going to sue your company for the harassment I am receiving from your agents Parking Eye.
You are severally liable for the actions of Parking Eye as they are acting unlawfully for breaching the Protection of Freedoms Act 2012, and your company is refusing to deal with this.

Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Had the same email off her, it seems they are prepared to allow the tail to wag the dog!
