I have already got a degree which I fully funded my self I didn't receive any finance for this degree
I am thinking about doing another degree next year a complete career change but this time around there is no way I can fund the degree myself would I be entitled to student grants/loans for this second degree ?

if you already have a degree you may be eligible for a career development loan.
have you considered a masters - as this would usually be only one or two years rather than three...
