Greendealdirect.co.uk won't refund DO NOT USE!

My 83 year old disabled mum received a cold call from greendealdirect.co.uk who told her she would be eligible for free double glazing, insulation etc and it wouldn't cost her anything apart from the assessors fee. Foolishly she paid the fee over the phone but after the call did get me to check the internet and although it seems like a reputable company after reading further details realised she would not get everything "free" but may qualify for discounts. The agreement was emailed to her and quite clearly states it can be cancelled if within 7 days a letter is sent by Recorded or Special Delivery. This was done and they have confirmed receipt (on 3/9/13). I was advised over the phone that a refund can take up to 28 days but she still hasn't received it. Not replying to emails and unable to get through on the phone again so far. After she initially cancelled she also received a very rude phone call from the company saying she couldn't cancel luckily I had already gone through the contract with her by then! I shall to contact once again today but don't hols out much hope. Any idea where I should complain to next? HELP!!

If they won't refund, then your next stage is a Letter Before Action, then commence an action via the Small Claims Process.
However are you sure that the Assessment Fee is returnable, if this stage has already been carried out?
