Amazon FBA refunds

Options
Whats the deal with Amazon? As a seller on amazon they have a rule whereby they can choose not to make a buyer return the items they purchased if they choose to. This only applies if you are an FBA seller, however they Charge you the seller for the item and refund the customer, taking the customer at their word. So you end up out of pocket.

Are Amazon entitled to do this or are they violating the distant seller regulations that are there to protect the seller as well as the consumer?

Or once you make an agreement with Amazon to sell through their FBA program are you bound by these rules even though the contravene the buyers responsibility to return the goods prior to refund?

There is no requirement in the DSR for the buyer to return the item before a refund is issued.

They are not violating the DSRs. They are simply imposing extra conditions for sellers on top of them, which is quite legal. If you don't like their conditions you are at liberty to sell elsewhere.
