Because all that's been issued is a Notice to Driver, and any response to this would be concluded that you were the driver. Now whether or not that is correct is immaterial at the moment.
The NtK can only be issued in the context of PoFA 2012 and that gives the RK more protection than it does a driver. This means the PPC has to ensure that every PoFA 'i' is dotted and every 't' is crossed, something that most are pretty woeful at. The more hurdles they have to get over, the more they are likely to trip up.
So be patient! But use the time to do plenty of research and reading to get yourself really up to speed on all this.

I have noticed they have not put any photographic evidence on their website - is this necessary? I have requested some in the email I'm about to send (since it goes to the University I'm not sure its worth waiting for RK).0 -
There seems to be a possible confusion of language here.
The OP should be complaining to the university right away but waiting for the NtK before appealing to the PPC.
Complaining and appealing are two very different things.0 -

Yes I have complained to the Uni.
I would prefer to submit the appeal right away....and i realise i should wait to RtK....but there is a saving grace here.
I CANNOT appeal on the website appeals form as it says *invalid parking charge no* and *invalid vehicle registration* when i try to submit my appeal.
Does this mean they inputted my information wrong somewhere along the way?0 -

Possibly yes. It's one of the VERY good reasons why we advise to wait for the NTK which may never come. I have had 2 fake PCNs like that and both were from an AOS member who should have been able to get my data easily. But they never followed those tickets up at all.
There are other reasons as well, your position is stronger when you wait and then appeal as the miffed 'registered keeper' and at POPLA your position is stronger too as the rk rather than 'the driver' because there are more hoops for a PPC to have jumped through to pin a charge on a rk.
And many NTKs are non-compliant or sent late - so everyone should wait for one of those!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You need confirmation from the PPC that the charge has been cancelled. If you haven't heard from them in a couple of weeks, send them a copy of the university email and ask the PPC to confirm that the charge has been cancelled.
Then keep both letters safe. As Hovite says, PPCs have been known to be forgetful!I'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.0 -
