Developer has left a no man’s land – repairs required.

I recently purchased a propertywhich is 11 years old. The developer bought the land outright and with each house sale, there was also responsibility for upkeep of certain bits of landsuch as the pathway behind your property, car parking spaces etc...
The current dilemma is that our communal car park has been fenced in creating a no man’s land between the fence and the actual land boundary which nobody has responsibility for. A tree has now fallen from the land into the car park breaking the fence rendering two carparking spaces unusable and revealing a land fill nightmare of plastic chairs,household rubbish etc thrown over from the other side of the boundary.
I have spoken to the localcouncil who are unable to assist as the land is private; and they have wished me good luck despite the environmental issue.
The tenant of the owner of the two unusable car parking spaces doesn’t care and has just started parking in the turning circle instead.
I wondered if anyone had experience of this or any ideas to help resolve – short of going to do it myself...

EH will only get involved if there is a public health issue.
How is the communal car park maintained -there must be some provision for resurfacing, drainage etc? Each owner can't actually own their own parking space?No free lunch, and no free laptop
