Prepping a manky old artex ceiling for decorating.

Hello,
I am in the process of decorating a spare room that has a rather grubby artex ceiling.
It is dark in areas and I suspect that a damp problem a while back caused some of this in addition to general grime over the years.
I would be grateful for any advice on how best to prepare for painting (and also what to use for painting).
I have read mixed views on the net, including:
* Washing down with sugar water.
* Painting with stain block.
* Just painting over the ceiling with a couple of coats of undercoat.

If the ceiling is damp free what we find our clients often are happy to do is, screw 12.5mm TE Plasterboard straight to the artex & ames tape it this will give you a smooth finish & a fresh ceiling, to do as you please, just as it would have been before the artex.0

Stain block (have only used spray) and PVA is what I would use.0
