Fighting Council Parking tickets

Hi
I have just challenged a council parking ticket on the following grounds and it seems to have worked. Has anyone else tried this and how could w push this issue forward if it would work across the board? below is a copy of my key points to object to this:
I feel it necessary to point out that my dispute pertains to your terms and conditions for payment on this ticket
On the reverse of the ticket it states:
If the penalty charge is not paid before the end of the 28-day period beginning with the date the penalty Notice was served, the council may serve notice to Owner on the owner of the vehicle. The person on whom make the notice to Owner is served will be entitled to make formal representations to us against a penalty charge……
It clearly states on the DVLA certificate that I am the custodian of this vehicle. It also states quite clearly on the same documentation that I am not the owner. This ticket therefore needs to be issued to the owner of this vehicle. Documentation would be required to support this ticket for proof of ownership. The DVLA certificate clearly states that this is proof of the custodian not the owner, therefore this will not be acceptable according to your terms.
Any thoughts ?

I personally don't believe this at all. Having worked for multiple council parking depts I can honestly say this doesn't sound real.
Pickle, perhaps if you scan the docs and upload them for us to see it will be a bit more revealing.
Either way, there is no point trying to defeat councils once and for all, all that will happen is they'll get the law amended and carry on - the state won't be diddled out of its chance to rob you. Even if you did, would you really like all the new traffic jams and blocked streets that would follow as a result?
I personally think car parks should not be enforced by councils but even then you'd get the out of bay people parking over 2 bays for fear of their paintwork etc. Whatever way you look at it, you do need enforcement. Perhaps we should abolish the fines and just hand out points instead? (gotta admit, people would take it more seriously then!)0 -
my car broke down not for the first time left it for about 20 mins max and got a ticket
have appealed
because
I had taken my car to the garage twice and had breakdown to it too
no one could find the fault
it happened lots of times
I would have to wait about 5 to twenty mins and it would go again
any hhelp here so unfair had to get rid of the car in the end0 -
they have written ...

apply to set aside or vary the order under part 23 rule 10
I don't understand shall have to call them asap

Sounds like an Order for Recovery (is it?) so somehow you've not managed or bothered to appeal to the adjudicator in time? You need to start a new topic on pepipoo:

This is urgent because if it's an OFR you are one step away from bailiffs. Start that topic on pepipoo with pics of all letters, everything. DON'T post there without pics!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
