Is chargeback possible?

Although I have posted this under the Credit Card forum, my query is regarding use of my Visa Debit card. I recently paid online for a training course that cost me nearly £600. Due to a medical issue the day before I was due to attend the course I was unable to go.
I have contacted the training company in question asking if they would be willing to allow me to re-schedule the course without paying another course fee, given that I had no control over what occurred nor any choice in not attending. So far they seem unwilling to do so. The fact that I am recently out of work, cannot really afford the fee and need this course to improve my chances of getting a job doesn't seem to get a reaction either.
The problem is that the company providing the course states in there Terms and Conditions that any cancellation within 20 days of the start of a course will mean loss of the full course fee plus VAT (no refund).
Given the above circumstances, is there any scope for claiming chargeback through my Visa Debit card for non-provision of the goods I have paid for. I suspect not given the statement in the T's and C's but it all seems harsh and unfair (I am sure their "expenses" that they claim they have to cover are minimal given their size and the fact that most of their course are fully booked).

Sounds like it will be difficult to argue with the T&C's that you agreed with. The Non-provision of the service was not of there doing but your own unfortunate predicament. Had you been fit & well then the service would have been provided.0
