Help With Transport

I have been on Incapacity benefit for approx 6 years, I have been thinking I would like to return to employment, however, we live in a very rural area and our first bus leaves the village at 9am, then we have another that leaves at 11.30, they return from town at 10.50am and then the last one leaves at 2.30pm, we have no other transport or links, I was wondering if anyone knew if there was any help for people in my situation to get help from dss. There are 2 single parents in our village that were claiming Income support, one was given a 51plate fiesta so she could go to work, the other was offered a car but refused as she didnt want it, I have been told on the grapevine that this scheme only applies to people on IS, is this correct?, any help or suggestions greatly received.
