Are you getting quotations from builders or roofers? A roofer will always be the better option for damp regarding your chimney as they'll have hit this problem many times.
If they were suggesting one of the other I would sort of understand them saying if it doesn't fix it, as well both are common problems for chimney damp, but if they are fixing both then I have no idea where they can answer that from especially if they know the chimney is well ventilated. (Unless the chimney is on a flat roof then it could be an other problem)
If they are replacing the lead & repointing the chimney then I would say this is a fairly reasonable price.0 -

Quotes are from roofers, both differ slightly in the detail but essentially same kind of work.
Chimney isn't on flat roof, although we have a dorma for the loft conversion but that doesn't appear to be an issue.
I'll get another couple of quotes and see what they say too.0
