Removing downstairs WC

I live in a new build property which has a downstairs WC which I'd like to remove and use the space for a utility room.(I have 2 other bathrooms in the house). But I believe planning regs require a downstairs loo if one was already in situ. Can someone advise me?

you are right, you can't remove a downstairs WC if you have one already.
BUT.
since you are going to use it as a utility room, could you remove it, but leave all the connections in place (so blank off the waste and water supply). use it as a utility room, and just change it back before sale.
cost would be minimal since both rooms have water and its not essential for a utility room to be too perfect?0 -
I have two downstairs loos, I plan to remove one to make dining room off the kitchen.
Is this allowed?, I will still have one under the stairs plus two upstairs.0
