AOL toolbar nightmare

Hi all I have a customer who's PC I have been sorting out has this reccurring error:
cannot find file file://C:/Program%20Files/AOL%20Toolbar/Welcome.html/
It is a popup that comes up twice when opening ie7. You have to click on o.k twice for it to disappear then a blank page is displayed until you click on home. I've run ccleaner, ewido & removeit. These have all found problems which have been rectified. The pc is now running outpost firewall & NOD32 antivirus, previously none. I uninstalled AOL & I have also reinstalled IE7 I am unsure of where to go now. I have googled the error others have obviously been affected by this but no solutions have been posted.
Any help would be greatly appreciated.

Install the toolbar then do a clean uninstall http://toolbar.aol.com/toolbar/index.adp? and then if no joy after that come back, dont forget to remove from add/remove programs in control panel (maybe).
To permanently uninstall the AOL Toolbar:
Click on the AOL® logo to display the drop-down menu.
Select Help > Uninstall.
Click the "Yes" button to uninstall
