I notice that you are located in Newcastle and that this is UKPC - it's not Silverlink by any chance is it?
plenty of advice on appeal content on the forum. Write in the third person not revealing who the driver was.
what you are after is a POPLA code as they will likely refuse any appeal.

Here are a thread where the person used a strong appeal and got the ticket cancelled without even having to bother with POPLA (wasn't UKPC though):

or just go for an appeal saying that the driver saw no clear signs and so no contract was established that could possibly warrant a charge of this amount. And in any case that is clearly a penalty, a revenue-raising exercise (not a pre-estimate of any loss) as they confirm on their own website which you will happily draw to POPLA's attention at UKPC's expense:

1. Genuine Pre-Estimate of Losses
2. Proprietary interest in the land
3. Contract with the landowner to pursue charges up to court level
4. Signage
5. Confirmation that the PPC pays local Business Rates for the car park you are being charged

An expensive mistake to make !!
especially when you could have easily won your case and it would have cost nothing
I suppose if its a different driver you could name them, but you cannot blame anyone but yourself for not getting on with it when the details were all here0
