Electric heating advice for a Chapel conversion...

If an oil heater was no good, what was the rating of it? They're one of the more effective plug in heaters out there.
I'd also try a fan heater given it seems you have a large space to heat - at least with a fan heater you can direct the heat towards where you are sat.
The cheaper ones tend to be noisy though, they sound like a jet engine, so pay more for a better one.0 -

I can't remember the rating, I ended up returning it to B&Q. It was bulky as well, which was a problem, as I've limited space.
Will probably just opt for any storage heater, then, if they're all much alike. Find the nicest looking one.0 -
As the others have indicated, all electric heating is 100% efficient so all will cost exactly the same to run, for the same amount of heat output.
Night storage heating(NSH) is cheaper for most people(and you have the advantage of cheap hot water from a tank heated at off-peak rates)
However many people cannot seem to prevent the heat from a NSH 'leaking out' during the day.0 -
If by out you mean daytime Mon-Fri then storage heating may be fine. They should accommodate being opened when you come home. It is more those who have someone at home during the day who are likely to have problems. If you are fine with normal temperatures of 16-18 or a bit higher and don't open them in the morning there should not be a problem. It is just weekends you may need to supplement it.0

It is the high ceiling that is you main problem.
Heat rises and a space will warm from the top down.
I do not see an easy solution to your problem.
indeed, and the corresponding larger wall area in which the heat escapes through over time.
What are the walls made of, how many windows, surface area of all windows(basically the hole area in the wall) are they double glazed?
Could try and find out how well the roof is unsulated. This would be the thing to nag them about rather than the electric heating not up to scratch, as others had said electric heating is all the same. If not warm enough having the oven on would be as effective as a radiator/underfloor heating or whatever (for normal rate electric anyway). Much the same with having a large 60" plasma TV going (the 90% or whatever that is released as heat would cost the same as having a electric heater on basically)
I have a similar type flat to you, and it's very difficult to heat properly. So far up to now it hasn't been really cold as yet (unlike last year this time I think) however i'm sure it will get colder again soon.:(

..Regarding the palms, and them needing to be kept warmish, does the whole thing need to be kept at the right temp or could you heat the soil or under the pot somehow, heat mat or similar? (careful with electrics here obviously with any water involved) I don't know anything about this sort of thing and it's probably a no go but just thinking out aload really..0
