Where is the waste pipe connected?. Are there any signs a washing machine has been used here before? Is the utility room a cupboard with a heating pipe running through it?0 -

The first one, typical blue or red plastic lever.
Yes, the waste pipe was already there too, so somebody must have had them installed and assume they worked at some point.
I turned on the central heating and warm water was coming out of the valve up until the point the boiler lost pressure and auto shut down.0 -
That is a washing machine connector. I have no idea how this ever worked. I would assume if the tap drains the heating system it is connected to the heating system and not to a water supply.0

From what I have learned today that would be my assumption too, for the water to run hot it is definitely connected in some way; which of course is wrong! The boiler looks fairly new so maybe the plumbing wasn't reworked from a legacy system correctly.
At least it gives me something to go back to the letting agents with so I don't get fobbed off with 'water pressure is not our responsibility'.0 -
