Brought a phone, asking for icloud password.

Hi i recently brought a 4s. The previous owner told me he has reset thr phone, he also inlocked it. It was on vodafine origanally. Anyway after putting in a sim. O2. I git a message saying activation required. It also asked for the previous users apple id and password because he has find my iphone or something installed. Anyway i got in contact with him and he seems as clueless as me because he said voda told him they have reset tge phine after unlocking it.
Anyway the guy lives in a different city so sending the phone back to him is a hassle. Is there anyway the phone can be reset to new without him having to give me his apple password and stuff? Can it be done from his computer or by ringing vodafone? Cheers.
Also do i have to do anything to complete the unlocking process, or can i just pop a sim in and use it. ???

Sounds like you're falling foul of the new Activation Lock security measure. Info here. Hopefully with that in hand you can determine what steps to take next.do i have to do anything to complete the unlocking process, or can i just pop a sim in and use it. ???0

Thanx mate. So i reckon he can delete everything? Also if there is no sim i think i can go to delete all settings and content. But if i put a sim in it asks for passwords and stuff. Should i take the sim out and try and delere cobtent and settings, would that sort it???0

Also with the unlocking thing. I was told i might have to do a software restore for the unlocking to complete thru itunes, does anyone know how to do this, i dont have access to a pc at home so will eithr have to use a cyber cafe or pay a phone shop, how much might this cost? Thanx0

Basically you need to send it back to him so that he can login to the phone using his Apple ID and password, then turn off find my iPhone, then wipe it again.
Unless he's kind enough to give you his Apple ID and password, which is unlikely.
This is actually a security feature, so that if someone steals your phone, they can't just wipe it as they'll still need to login using your details to activate it.What will your verse be?

Contact them and ask them to follow these steps to remove the device from their account:
Sign in to their iCloud account at https://www.icloud.com/find.
Choose the device from their Find My iPhone device list by clicking All Devices and selecting the correct device.
Click "Remove from Account" to remove the device from the account.
After the device has been removed from the previous owner’s account, turn it off by pressing and holding the Sleep/Wake button located on the top right side of the device. Then restart your device and proceed with device setup as you would normally. "What will your verse be?
