Passport application query

Hi all,

I'm in the process of filling out my passport application (UK) and have a query regarding section 4 (parents details).

I remember reading somewhere (....or hearing possibly) that Father's details are not mandatory on the application........I seem to remember that this applies if you were born before 1st January 1983?..........I don't suppose anybody can direct me to the guidance that states this?
