get her to prove your liability by showing you proof that the water caused the blockage.
if she can't provide adequate proof it was the water and not the crisp packets etc. she doesnt have a case to answer.

I wasnt clear on a couple of things.

    1) I live 3 doors away from the this lady's property

    2) The drain is a regular 'street drain / gutter'

The water does seep away gradually - but you are right, there is so much rubbish in those public drains that there is no way the plasterer could have caused the blockage.

A private contractor would not be allowed to clean this anyway without the permission of the council. I would say a quick call to your local council and it would be unblocked in a jiffy. If it was me I wouldn't mention about the plaster - especially as it wasn't you who put it down there in the beginning.

Let us know how you get on.

In the light of the statement that the drain is part of the highway, your landlady is simply making a fool of herself. Neither she, you nor the plasterer have any right whatever to do anything to the drain. It belongs to the Highways department of the local authority. She does NOT have the right to employ anybody and then bill you.

Sounds to me like she has delusions of grandeur or power. You can safely ignore her on this matter. Should she be daft enough to try to do the work and then charge you, you could of course suggest that she take you to court for the money. Judges are human and like all of us, are happy to have a laugh to brighten up the day!
