I would agree about some older sets having higher standby consumption, although I have not heard of any over 4 Watts.
However in this context my remarks were in reference to the post from sarahwx about the manufacture of new sets without a standby switch. The emphasis on this aspect implying that reducing standby consumption is the 'holy grail' for energy savings.
I think we have done the safety issue to death.0
