Can't update or download apps from Google Play..

...on either my Xperia SP or Nexus 7.

My wi-fi and cellular internet are both fine. On Google Play it shows the apps that need to be updated but just hangs on downloading them.

I've tried clearing the Google Play and Services Framework cache; removing and re-adding my Google account; re-booting etc.

Nothing seems to work and also, GPMAA is no longer working - won't stream any of my tracks.

It's happened to me from time to time.
does normal web browsing work in the devices?
Have you paid your Mobile / BB bill lately? (just have to ask! in case you've went over the monthly limit and are being blocked form downloading anything)

Try going into "Flight Mode" for 10 mins then turning it off. See if that clears things.

Yes, normal web browsing works ok - I've got unlimited data on the phone and have downloaded a film this afternoon..everything seems fine except Google Play.

I sent them an email at about 11pm last night but have got nothing back.

I think I've tried just about every possible fix that I could uncover from the internet but nothing works.

Did you installed any apps before you noticed the problem?

Go into "Flight mode" then clear and stop:
"Download Manager"
"Google Play Services"
"Google Play Store"
"Google Services Framework"

Reboot the phone and turn off "Flight mode"
Give it a min or 2 then try and run the updates.

No, no recent apps that I can think of. I did notice yesterday that You Tube was temperamental with its sound volume on my tablet, and that Play Music All Access was struggling to stream songs before it stopped altogether (despite having a good internet connection).

Think their was a youtube wide issue of the past few days regarding sound levels being muted by default.

Not used all access that much (had it for 2 weeks then cancelled it) I did have an issue cancelling it might be a glitch in googles network with your account.

It should take google 24h to reply to any email but it can vary on where you sent it too.

Yeah, I thought the fault wasn't anything I'd done, given that it was both my phone and tablet.

I'm thinking of unsubscribing to GPMAA because it's always been a little glitchy.

Yeah, Google Play had issues earlier I think. Seems to work now.
