Might be an airlock, might need bleeding!

It may need bleeding - there could be air trapped in the top of the radiator - so you need to get a bleed key and open the valve at the top of the radiator and let the air out. Have a cloth and a bowl handy as it can not only spray water (which is mucky from the inside of the system and hot) but also pour water when all the air is out.

If it is warm at the bottom but cold at the top then it is probably air. If it is warm at the top and cold at the bottom it may be sludged or the system needs balancing.
