Why would you want to do this? You can buy a two up two down terrace for 80K in lots of places in the UK, including the East Midlands.0

Watched to the end, the talking heads did a lot of talking. The internal finish not to my taste but at least she finished it. When she has more money she may redecorate if she wishes.

To answer the questions posed:
Nottinghamshire would be the preferred location in the East Midlands, but that's not set in stone. Ideally a village setting or somewhere in the countryside.
The main reason for wanting land is to go for self-sufficiency and so that the house itself is to my tastes as opposed to renovating a cheap house I don't like.
I expect the budget to be about 50/50 for land/building.
I'd require professionals to create the shell of the house as well as fitting all the plumbing and electrics. Interior work and decorating I'd be able to do myself or find friends capable of doing, so those labour costs would be minimal.
