Internet connection monitor

Hi, I've been with Virgin for my internet for just over a year, paying for 100M (yes, I'm aware that's the 'up to' figure) but having regular problems.
From very early on my speed has been very inconsistent (not just a bit of variance; sometimes I'll get 90M, other times I'm not even getting 2M)
More recently I've started getting an increasing number of dropouts; sometimes actual disconnections, more often my router remains connected, but my speed drops below 10 bytes per second. Technically connected, but so slow that even a ping doesn't respond.
Virgin keep sending out technicians who check the line, say everything is OK and leave. I had my line repulled and have been told I just need to keep rebooting the superhub every few days.
Its getting stupid, and I want something which can monitor 3 or more pings simultaneously and keep a log so I can try to find out a cause.
I'd also like something (if such a thing exists) which can monitor the traffic through my router so I can see the total picture of my internet connection. I don't use the superhub as my main router; its just in modem mode. I have a quality Draytek router which displays the TX Rate & RX Rate in the GUI; I figure there must be a way to extract that information every few seconds.
