Cost of lawnmower service

I've been given a Honda rotary mower. It's about 8 years old I would say but it starts fine. I've given it a clean off and a once over but it won't engage the blade and I can't get the bolts off to get at this section cause they're rusted on!
I'm thinking I'm going to have to put it in for a service. What sort of cost do these kind of things come in at?

Call your local Honda dealership. I was quoted about £40 + VAT for a brushcutter service (but ended up paying £130 in total, as more work was needed). Labour is £50 per hour :eek:0

What if I take it to a smaller space that's not a main dealer?
