egypt i believe pays about 10% at its post office and its tax free
the only problems i see are currency volitility although i think the mid east is a future growth haven and changing the currencies over.
does anyone have any experience or advice on foreign savings accounts

its not tax free if you are a UK resident. You have to declare it on your tax return.
