Advice on troublesome ebay transaction

Problem No 1
I bought a clock from an australian seller that was described as having a 999 day countdown function - perfect for a guy at work who's retiring in a couple of years.
The clock arrived and it was missing the day countdown feature. Email correspondence with the seller revealed that the manufacturer of the clock had changed the specs of the clock and removed the day countdown feature.
Seller offered me a partial refund if I kept it but is refusing to pay the return postage. Should I be expected to have to pay the return postage when it was the seller's (admitted) mistake?
Problem No 2
Cost including postage was 69 aus dollars. I seem to have paid by visa/paypal £69 - a substantial difference.
I made the seller aware but the seller stated he will only refund the difference if I accept the above clock and dont raise a dispute.
I'd be grateful for your comments, opinions and advice.

Even if you open a dispute and you win and are required to return the item you will not get the postage refunded - neither the postage you paid from Oz to the UK or the return.
You have paid about £3.50 too much postage - you agreed to this - however, the extra could be for packaging.0 -

Easiest solution would be to return the item to seller so you get a full refund.
You will have to send by traceable shipper (just like the seller sent to you).
Alternately you could threaten to open a dispute with PayPal for item not received if seller neglected to send it originally by traceable means. Then when you have a full refund, return the clock by surface mail at seller's risk."Money is truthful. If a person speaks of their honour, make sure they pay in cash."0 -
Could a dispute not be opened for Item not as described? With international transactions the costs of sending things back can be prohibitive. You need to keep negotiating with the seller to try to come to some agreement and then resell on ebay here maybe?0

If the guy refuses to refund you the difference, then agree not to raise a dispute and keep the clock. You have overspent by a huge margin. Get the money back and then neg him (he deserves it for threatening to keep your money - you paid twice was it was worth).0 -
Postage - you pay £10 + £5 p&p. You will a paypal dispute. You return the item. You only get £10 refund.

I think you are mistaking an ebay and a paypal claim. The old ebay claim system (no longer available) which was aimed at buyers who did not use paypal only recovered the item cost less £15 and NOT any p and P paid. Howevr a paypal claim recovers the full amount originally paid including post and packing.

Personally I'd be thinking about sidestepping the whole ebay/paypal issue and going straight to the credit card company to get a chargeback - then ttelling the seller if they want it back they have to pay for/arrange the return.0
