In order to prepare a base for safe erection of the scaffolding, the scaffolders will need to dig out a large number of mature trees, shrubs and plants.
    Wow.

A large number of mature trees need removing to erect some scaffolding?

How many stories has the neighbouring property?

Need to? It's quite possible that the very cheapest way of erecting the scaffolding will involve this. That's not the same as it needing to involve this.

Yep, that's what I thought too when I read the OP....

    Hi.

My mum lives in a terraced house. Her neighbour recently notified her that he required some urgent repairs to his roof which would require scaffolding to be erected in her garden so the roofers could have easier access...........

You need to allow access if your garden is the only access route but I don't think the same applies if the reason in to allow *easier* access.

If you do decide to allow access then certainly follow the above advice re agreements/photographs etc

I live in a terraced house and I can't see why the neighbour needs to put scaffolding in someone else's garden? My mum and several of the residents in my road have had complete new roofs fitted, without the need for any workmen to set foot on anyone else's property.

Perhaps the neighbour doesn't want his garden ruined?

A few doors down from us had work done above the front door which required scaffolding. The supporting struts for the zip up tower went into the gardens on each side. One garden was the neighbours the other next doors. It would have been possible to build a proper cantilever scaffold that had its entire base in the garden of the neighbour requiring the work but that would have added several hundred pounds to the cost.

As has been mentioned it would be worth asking exactly why they need to put scaffolding in your relatives garden.
