    How much are we talking about?

    You may need to send a Letter Before Action (templates can be found online) to the retailer (to get their attention), explaining that they have 14 days to refund you in full else you'll proceed with Small Claims Court action. If they don't comply, then start the action. (MCOL)

    Why did PayPal say you had lost the case? Is the retailer saying they have not recieved the item back?

    Probably because Paypal require electronic proof of delivery for returned goods.

    A Post Office certificate of posting is unlikely to meet Paypal's buyer protection requirements.
